War memorials attract considerable public interest and will warrant serious consideration for designating, especially during the centenary of the First World War. The Principles of Selection for Listing Buildings (DCMS, March 2010) sets out how the Secretary of State determines whether a building or structure is of special interest and merits listing. Our Selection Guide for Commemorative Structures (April 2011) provides further guidance and states that, unless compromised by alteration or of little design interest, there is a presumption in favour of listing all war memorials. They are such poignant reminders of the tragic impact of world events on local communities and therefore possess clear historic interest.
This is a well-detailed war memorial in the form of a white marble obelisk. It is located in the churchyard of the Grade II* listed Church of St Catherine, along with the adjacent Waterloo Memorial which is currently subject to separate listing assessment, and as such has strong group value with at least one listed building. Cossall War Memorial fulfils the criteria for listing and should be added to the List at Grade II. In recommending the extent of the designation, we have considered whether powers of exclusion under s1 (5A) of the 1990 Act are appropriate and consider that they are not.
After examining all the records and other relevant information and having carefully considered the
architectural and historic interest of this case, the criteria for listing are fulfilled. Cossall War Memorial is therefore recommended for listing at Grade II.
REASONS FOR DESIGNATION DECISION
Cossall War Memorial is recommended for listing at Grade II for the following principal reasons:
* Historic interest: it is an eloquent witness to the tragic impact of world events on the local community, and the sacrifice it made in the conflicts of the C20;
* Architectural interest: it is a well-detailed war memorial in the form of a white marble obelisk;
* Group value: it has group value with the nearby Grade II* listed Church of St Catherine.

MATERIALS: white marble and granite.
PLAN: the memorial is located in the churchyard of the Grade II* listed Church of St Catherine.
EXTERIOR: the memorial is in the form of a white marble obelisk with a soldier’s peaked cap, a sword with
sash, a wreath of laurel and a branch of oak leaves and acorns carved in relief on the front face. It is
mounted on a plinth with two square stepped bases and a square two-tier platform of granite. The front face
of the plinth is inscribed: TO/ THE GLORIOUS MEMORY/ OF THE BRAVE LADS OF/ THIS PARISH WHO
MADE/ THE SUPREME SACRIFICE/ IN THE GREAT WAR/ 1914-18/ THEIR NAME LIVETH FOR
EVERMORE, followed by their names. The front face of the base is inscribed: ALSO IN GLORIOUS
MEMORY OF THOSE/ WHO FELL IN THE SECOND GREAT WAR/ 1939-1945, followed by their names.
